Home health care programs need a certificate from the New York State Department of Health (NYSDOH).

Programs can give care and services in patients' homes or their relatives' homes. They cannot give care in residential facilities.

Programs must first have a Certificate of Need. This certificate shows that the program:

Once a program has this certificate, it can apply for an operating certificate. Programs must show that they meet all safety and professional requirements.
