    In order to use a City hydrant, a business must obtain a reduced pressure zone (RPZ) backflow preventer. The RPZ must be purchased from and installed by a licensed master plumber. The permit application must include the serial number and model number of the RPZ. If the applicant does not have a device installed they must be able to provide proof of a waiver from DEP.

      Steps to apply in person:

      Complete the Non-Premises Permit Application, and submit the application in person along with payment and all applicable prerequisites to one of the DEP borough office identified below.

      • Manhattan – 1250 Broadway, 8th Floor New York, NY 10001
      • Queens – 96-05 Horace Harding Expressway, 1st Floor Corona, NY 11368
      • Staten Island - 60 Bay Street, 6th Floor Staten Island, NY 10301

        DEP will typically be able to review the application and provide the applicant with a Non Premises Permit within three business days of their initial visit to one of the borough offices.
